Home Energy Assistance Programs

Low-Income Home Energy Assistance Program (LIHEAP)

The LIHEAP is designed to assist eligible low-income households pay for winter energy services, in the form of one-time payments to utility companies that are applied directly to the household’s energy bills. The amount of the payment is determined by income, household size, fuel type and geographic location.  

 

ComEd Residential Special Hardship Fund:

ComEd Residential Special Hardship Program runs from January 1 until funds are depleted. It provides a one-time grant of up to $1,000 for residential customers with household incomes up to 400% of the federal poverty level (see table above) that document a hardship issue.

 

ComEd Fresh Start Program:

Commonwealth Edison is offering a new program to assist low-income households with electric heating accounts. The ComEd Fresh Start Program is designed to provide customers with an affordable billing plan and a chance to eliminate all arrearages upon successful completion of the program for six months. Qualifying households income must be less than 100% of the poverty level and have an active, connected Electric Space Heat account with ComEd.

 

Share the Warmth:

The Share the Warmth program is a matching grant program funded by Peoples Gas, its employees and customers, and the City of Chicago to assist low-income families and individuals who are having problems paying their heating gas bills.  

Low-income customers whose total household income is below 200% of the federal poverty level (see table) are eligible to apply for Share the Warmth matching grants of up to $200.  This grant will be applied to the balance on the customer’s Peoples Gas account.   The grant can be no larger than $200 per customer per program year and can be no larger than the current balance due on the customer’s account. 

Customers must make their own payment on their account before the matching Share the Warmth grant will be applied to their account.   The customer payment must be made within 14 calendar days of the date the application is approved.  

 

Customers who qualify for a LIHEAP grant this program year, are eligible to apply for a Share the Warmth grant.
